The thesis

Representation is useful. Representation without an agenda is not power.

Poland does not need to enter another European room merely to repeat a growth model designed for yesterday's economy. It should arrive with a program for energy abundance, compute, industrial capacity, defense production and institutions able to finance technological risk.

What the brief will argue

  1. The politics of seats and symbols cannot substitute for a concrete growth program.
  2. Europe's frontier has moved east: security, energy, industrial capacity and state competence are now central economic questions.
  3. Poland should use that position to shape a coalition around building, not only balancing.
  4. Warsaw can be the place where the program is developed, tested and staffed.

The recommendation

Build a compact frontier-growth agenda before optimizing for institutional access. Use every seat to advance specific projects, procurement reforms and financing vehicles. Measure influence by what gets built.
