The founding thesis
For three decades, the operating model was convergence: import institutions, attract capital, build infrastructure and close the distance to Western Europe. It worked. Its success is exactly why it is no longer enough.
The next model has to create new capabilities rather than only absorb existing ones. That means choosing hard technical domains, financing them with patience and building institutions able to act before consensus arrives.
Frontier behaviour
A frontier city does not wait to be represented in somebody else's agenda. It forms an agenda, assembles the people and capital around it, and makes itself useful to the rest of Europe.
Warsaw has the scale, technical talent, security urgency and institutional memory to do this. WarsawMaxxing exists to turn that possibility into a body of ideas, requests and executable briefs.
